The Bi hexagram uses water flowing over the earth to symbolize a situation in which hearts and aspirations converge—all under heaven draw close and attach themselves inwardly. In such a time of peace and blessing, latecomers run counter to the ruler's intent above and fail to meet the people's wishes below.
