Reference translation
Feng intimates greatness and success. The king attains it. Be without sorrow; be as the sun at noon, shedding its light upon all under heaven. The Tuan says: Feng means greatness. Brightness joined with movement — therefore abundance. "The king attains it" — he exalts what is great. "Be without sorrow; be as the sun at noon" — thus may his light reach all the world. Yet when the sun stands at noon, it begins to decline; when the moon is full, it begins to wane. Heaven and earth fill and empty by their seasons, waxing and waning with the times. How much more so with men? How much more with spirits and gods?

Context from the authority layer
In the Zhouyi, three hexagrams specifically address "punishment and litigation": Shihe, Bi, and Feng. All three contain the trigram Li (fire), which is their common feature. This shared element is significant, because it shows that the darkness pervading "punishment and litigation" requires light to be dispelled. Going further, the views of the ancient sages on punishment and litigation are also reflected in the differences among these three hexagrams. According to the hexagram images, Feng evolves from Shihe. Its fourth line loses its proper position—yang occupying a yin place—and the top and third lines are likewise improperly placed.
