DISPERSION. Success. The king approaches his ancestral temple. It furthers one to cross the great water. It furthers one to be persevering. The Commentary on the Decision says: "Dispersion. Success." The firm comes and is not exhausted; the yielding attains its place without and accords with that above. "The king approaches his ancestral temple" — the king abides in the center. "It furthers one to cross the great water" — riding upon wood, there is achievement. The Image says: Wind moves over the water: the image of Dispersion. Thus the ancient kings sacrificed to the Lord and built temples.

Context from the authority layer
Because the Huan hexagram has the firm line coming to occupy the central position, what is dispersed are unfavorable things such as petty people, cold ice, and yin energy. Moreover, the yielding line attains its proper position and is "in accord with the one above," and thus one is able to gain the benefit of boats and oars and "ride upon wood with success." At the same time, according to the Xiang commentary, wind is taken as a metaphor for moral instruction, water for the masses, and wind moving over water for the spread of moral instruction among the people.
