Small Excess. Success. Perseverance furthers. Small affairs may be undertaken; great affairs may not. The flying bird leaves behind its call: it should not strive upward, but descend. Thus great good fortune. The Commentary says: Small Excess — the small passes beyond and attains success. Excess that furthers through perseverance moves with the time. The yielding holds the middle, hence good fortune in small affairs. The firm has lost its place and is not central, hence great affairs cannot be undertaken. Herein lies the image of the flying bird. "The flying bird leaves behind its call: it should not strive upward, but descend. Great good fortune." To ascend is to go against; to descend is to go with.

Context from the authority layer
Xiaoguo stands in contrast to Daguo. In Daguo, four yang lines occupy the center, with yang in abundance and positioned within, yang prevailing over yin—hence the name "Daguo" (Great Exceeding). In Xiaoguo, two yang lines occupy the center, with yin in abundance and positioned on the outside, yin prevailing over yang—hence the name "Xiaoguo" (Small Exceeding). However, the "guo" in "Xiaoguo" does not mean "guo" in the sense of fault or transgression. From the perspective of the hexagram image, it refers to "guo" in the sense of surpassing or exceeding.
